The objectives of the research were to study and compare and find out the guideline for development of Early Childhood Educational level Management in Small Children Development Center under Local administrative Organization, Namphong District, Khon Kaen Province. The sampling used for the research were 25 teachers, 140 students’ parents 69 educational administrators totaling 234 people. The tools used for the research were questionnaires with rating scales. The statistics used for data analysis was Percentage, Mean, and Standard Deviation.
The findings were as followed:

Development Center under Local administrative Organization, Namphong District, Khon Kaen Province was at high operation in both total aspect and each aspect, the aspect with high operation was how to create environmental condition related with the learning of students, the second one was the integrity toward students’ learning, and the aspect with low operation was relationship between teachers and students’ family, and knowledge making.
2. As for the guideline for development of Early Childhood Educational level Management in Small Children Development Center under Local administrative Organization, Namphong District, Khon Kaen Province, it should be made in the followings: The schools should specify lesson unit to be harmonious with the essence of yearly learning, the land areas should be sufficient for moving and activities of the children, the class rooms should suitable for the children learning, the activities for learning of these children should be safety and healthy for the children, the evaluation for the children development should be consulted with the parents of the children, this is for progressiveness of all children in this age.
