Development of Strategic Management Model to Improve Educational Quality of Small-sized Schools under the Surin Primary Educational Service Area Office 1

The purposes of research and development were to 1) study the problems of strategic management model to improve educational quality of small-sized schools under the Surin primary educational service area office 1, 2) design and construct a strategic management model, 3) evaluate the constructed strategic management model, 4) compare the results of implementing the strategic management model between pre – posttest, and 5) examine the outcomes of the model in terms of efficiency, effectiveness, and value. The sample consisted of 110 Small-sized schools under the Surin Primary Educational Service Area Office 1. Key informants were selected by purposive sampling, comprise of administrator and teacher per school, totaling 220 participants. Ban Kraudnahaung school served as the experimental site. Research instruments included questionnaires, model evaluation forms, experimental action plans, pre- and post-implementation assessment forms, and evaluation forms for efficiency, effectiveness, and value. The content validity of the instruments was verified using the Index of Item-Objective Congruence (IOC) by 5 experts. Data were analyzed using percentage, mean, standard deviation, dependent t-test, and content analysis.
The research results found that:
1) The overall state of problems regarding internal Strategic Management Model to Improve Educational Quality of Small-sized Schools under the Surin Primary Educational Service Area Office 1 was at a high level. 2) The constructed model was synthesized as ASFICE Model, consisting of Analysis Environmental, Setting Direction, Formulation Strategy, Implementation Strategy, Control Operation, and Evaluation Strategy. 3) The result of model evaluation by 5 experts yielded an IOC ranging from 0.80 - 1.00 4) The comparison of posttest was significantly higher than pretest at the statistical level of .01. 5) The results of using the model in terms of efficiency, effectiveness, and value were at the highest levels.
