Foreword

This issue has a balanced coverage of both qualitative and quantitative methods: On the qualitative side, there is a review of the theoretical foundation of digital leadership, policy analysis on government budget allocation, and education strategy. On the quantitative side, structural equation modeling and exploratory factor analysis are applied to Green Human Resource Management (GHRM) practices, trust formation, and students’ perceived learning outcomes.

Hongmei Gong and Guowei Hua investigate core conceptual dimensions of digital leadership and how the concept has evolved and been constructed in the literature. They identify its precedents and outcomes, as well as the prevailing empirical approaches and measurement tools used.

Waroonporn Suwanthanin and Somboon Sirisunhirun inspect budget allocation strategies for fiscal rebalancing and peace building in Thailand’s Southern Border Provinces, employing a qualitative policy analysis based on government budget reports and conflict incidence data.

Fei Lu studies the influence of Green Human Resource Management (GHRM) practices on employees’ environmentally responsible behaviors within Higher Education Institutions (HEIs) in China, using structural equation modeling.

Drawing on Social Cognitive Theory (SCT), Tanaporn Phurinan and Akaraphun Ratasuk examine the psychological antecedents of trust formation in multicultural Work-based Education (WBE) programs in Bangkok, with least squares structural equation modeling (PLS-SEM).

Saran Phinijphara and Kritsana Lakkhongkha explore the key components influencing students’ perceived learning outcomes and satisfaction of a Thai university, using exploratory factor analysis (EFA), with a discussion on its implications on the ASEAN Qualifications Reference Framework (AQRF), a regional mechanism emphasizing the assessment of learning outcomes.

Krissana Bulan and Naruemol Pechrasuwan propose a grand strategy for higher education, reimagining universities in Thailand as the nation’s brain in the ASEAN context, applying the Nation Brain System Model in higher education governance.
