The purposes of this research and development were to 1) study state, problems, and needs of English teachers on integrated-skills approach to English language teaching; 2) develop and evaluate the quality of a web-based training package on integrated-skills approach to English language teaching for secondary school English teachers; and 3) try out the developed training package. The research process was divided into 3 steps. The first step: studying state, problems, and needs of English teachers. The research sample consisted of 169 English teachers from secondary schools under the Office of Secondary Educational Service Area 3, obtained by proportional stratified random sampling. The research instrument was a questionnaire. The second step: developing and evaluating the quality of a web-based training package. The informants were 3 experts in English language teaching, and educational technology. The research instrument was an evaluation form. The third step: trying out the developed training package. The sample comprised 27 English teachers from secondary schools under the Office of Secondary Educational Service Area 3 who voluntarily participated in the training. The research instruments included a training package, a test on knowledge and understanding about integrated-skills approach, an evaluation form to assess the ability to design learning and teaching activities based on integrated-skills approach, and a satisfaction questionnaire. The data were analyzed using the frequency, percentage, mean, standard deviation, t-test, and content analysis. The research findings were as follows:
1. Concerning state of learning and teaching, it was found that most English teachers used the top 3 instructional methods in teaching, namely, communicative language teaching, genre-based approach, and strategy training. Regarding problems in learning and teaching, the top 3 problems were reported: having limited knowledge of teaching methods, unappealing learning activities, and non-diversified assessments. Most English teachers agreed that teachers should put the integrated-skills approach into practice, they should follow current concepts and methods that were applicable to their teaching, and teachers should have proper knowledge and understanding about the integrated-skills approach.
2. The web-based training package on integrated-skills approach to English language teaching for secondary school English teachers consisted of objectives, contents with 5 learning modules, training activities, training materials, and training evaluation. The experts evaluated the quality of the training package at the highest level both in overall aspects and individual aspects.
3. The experimental results of the developed training package revealed that the trainees’ average scores on knowledge and understanding about the integrated -skills approach at the post-training were higher than the pre-training scores at the .05 level of statistical significance. Overall, the trainees had high level of ability in designing learning and teaching activities based on integrated-skills approach. Moreover, they had high satisfaction with the web-based training.
