A Study of Civic Leadership Levels and Priority Needs for Developing School Administrators under Chumphon Primary Educational Service Area Office 1

Abstract
This research article aimed to 1) study the level of civic leadership among school administrators under the Chumphon Primary Educational Service Area Office 1, and 2) analyze the priority needs for developing school administrators based on the concept of civic leadership. This study employed a quantitative research approach using a descriptive research design. The population consisted of 136 school administrators under the Chumphon Primary Educational Service Area Office 1. The research instrument was a dual-response questionnaire on the priority needs for developing school administrators based on the concept of civic leadership, using a five-point rating scale. The instrument had an average scale-level content validity index (S-CVI/Ave) of 1.00, reliability coefficients for the current and desirable conditions ranging from .713 to .980, and an average inter-item correlation of .622. The data were analyzed using frequency, percentage, mean, standard deviation, and the priority needs index. The research findings revealed that 1) the overall level of civic leadership among school administrators was at a high level. When considering each component, the component with the highest mean score was democratic values, followed by civic knowledge and skills, networking and collaboration, and commitment to public goals, respectively. 2) The analysis of priority needs for developing school administrators based on the concept of civic leadership showed that the component with the highest priority need was commitment to public goals, followed by networking and collaboration, civic knowledge and skills, and democratic values, respectively. The findings indicate that the development of school administrators should consider both the level of civic leadership and priority needs to extend the strength in democratic values and urgently address the developmental gap in commitment to public goals in accordance with the context of the study area.
