Guidelines for the Budgeting Management of Lansak District Schools under Uthai Thani Primary Educational Service Area Office 2

Abstract
The objectives of this research were to study the problems and to find guidelines for budget management of the schools in Lan Sak District under the Office of Uthai Thani Primary Educational Service Area 2. The samples used in this research consisted of 186 the school administrators, budget head and teachers in Lan Sak District under the Office of Uthai Thani Primary Educational Service Area 2 by comparing the proportion. A tool used to collect data was a 5-level estimation scale questionnaire with the validity at 0.94. The statistics used in the research were percentage, mean and standard deviation. The results of the research were as follows: 1) the budget management problems of the schools in Lan Sak District under the Office of Uthai Thani Primary Educational Service Area 2, overall were at a high level from the highest to the lowest. They were as follows: 1.1) evaluation and reporting, 1.2) expenditure budget management, 1.3) budget control, 1.4) budgeting, and 2) guidelines for budget management of the schools in Lan Sak District under the Office of Uthai Thani Primary Educational Service Area 2 consisted of 2.1) in the aspect of budgeting, the school administrators should organize a working group meeting to prepare educational quality development plans, budget plans, and budgeting through participation processes, 2.2) in the aspect of budget expenditure management, there should be operation according to the plan / project in the specified period, 2.3) in the aspect of budget control, there should be development of supplies and assets management personnel by training about regulations of finance and supplies, supervision, monitoring and inspection, the preparation of balance reports and budget disbursement continuously, and 2.4) in the aspect of evaluation and reporting, there should be monitoring during and after the use of the budget, preparing report to the agencies and publish it to all sectors.
