Transnational Public Administration in the Digital Era

Abstract

This article aimed to study transnational public administration influencing the administration of public affairs in Thailand by analyzing the content of the information obtained from the document. It was found that the public administration did not only operate on the land of Thailand. It also had contacts with various countries in trade, investment, technology and cooperation at both bilateral and multilateral levels including taking care of the interests of Thailand abroad. And digital technology has created opportunities for decentralization in government affairs to become more realistic. The adoption of influence of liberal capitalism, market mechanisms, global governance, science, technology, concepts and management theories through comparative study of successful countries in national administration is another approach that Thailand has applied concepts, theories, science and technology that will enable efficient public affairs management in accordance with the changing environment. In doing so, the government, public administration, government employee, national administration policy advisor should  adjust paradigm and perform as follows: 1) there should be adjustments to the bureaucratic system to be independent in administration and practice; 2) the principles of global governance should be based on the development of public affairs management to be true in both concepts and practices; 3) in terms of academics, the curriculum for teaching public administration in educational institutions and in government agencies should integrate the resources and personnel to teach and train those preparing to enter the civil service system. On the other hand, the curriculum scope should be added to study public administration in comparison with the public administration of countries that have been successful in developing countries to prepare people who will be government employees to be aware of changes and have the potential to manage public resources and look after the interests of Thailand.
