Guidelines for the Operation of Child Development Centers under the Subdistrict Administrative Organization, Mueang Nakhon Sawan District, Nakhon Sawan Province

Abstract
The objectives of this research were 1) to study operational problems; 2) to find guidelines for the implementation of child development centers under the Subdistrict Administrative Organization, Mueang Nakhon Sawan District, Nakhon Sawan Province. It was a mixed methods research by distributing a questionnaire on a 5-level estimation scale with a confidence value of .98 to the population used in the research, namely chief executive of the SAO, chief administrator of the SAO, deputy chief administrator of the SAO, director of Education Division, education technical officer, head of child development center, and child care teacher, a total of 148 people. The statistics used in the data analysis were frequency, percentage, mean, standard deviation. For qualitative research, a group discussion with 7 experts was used. The research instrument was an open-ended questionnaire record form by using content analysis techniques. The results of the research revealed that 1) problems in the operation of the child development center in overall and in each aspect were moderate levels. The aspect that had the highest problem was the personnel aspect, followed by the building, environment and safety of child development centers and the aspect that had the least problem was the aspect of participation and support; 2) for guidelines of implementation of the child development center, it should provide opportunities for the community, parents and other stakeholders to participate in expressing their opinions, acknowledging the problems and finding ways to solve them together, continuously promote and support the development of academic personnel of the child development center to have knowledge, skills, and professional experience according to the positioning standards, improve the school building, the environment within the child development center to be suitable for providing a learning experience for young children. There should be internal quality assurance and systematic supervision of education. It should provide opportunities for communities and all stakeholders to participate in planning, determine policies or programs for child development centers. And there should be a working group or a center for publicizing the information of the early childhood development network.
