Quality Assessment of the 15-Year Free Education Program of Private Schools in Kamphaeng Phet Province

Abstract
The objectives of this research were 1) to assess a15-year free education program with quality of private schools; and 2) to find ways to develop a 15-year free education program with quality of private schools in Kamphaeng Phet Province. This was a quantitative research. The data were administrators, teachers, personnel of 108 people and 260 Mathayomsuksa 1-3 students in private schools, Kamphaeng Phet Province, which were obtained by opening the schedule to determine the sample group of Craigie and Morgan and stratified sampling. The tools used were questionnaires and interview forms which had a consistency index of 0.80-1.00 and a confidence value of .976. Data were analyzed using Statistical Package for Social Science to analyze mean, standard deviation, frequency, and ranking. The results of the research showed that 1) the evaluation results of the 15-year free education program with the quality of the private schools, Kamphaeng Phet Province, overall was at a high level. The evaluation results according to the criteria were found that they passed the assessment criteria. Considering each aspect, it was found that 3 aspects were appropriate with high averages, namely operational processes followed by productivity and preliminary factors, respectively; and 2) guidelines for developing 15-year free education program with quality of private schools, Kamphaeng Phet Province based on the opinions of 17 experts in 3 aspects can be summarized as follows: 2.1) in terms of inputs, it was found that a meeting should be held to clarify and understand the guidelines for implementing the policy set by the Ministry; 2.2) on the operational process, it was found that schools should allocate this budget for the best benefit of the learners; and 2.3) in terms of productivity, it was found that schools should not collect expenses from the parents in the part that had been allocated from the budget of the 15-year free education program with quality.
