The Guidelines for Library Management in the Modern Era Based Secondary Educational Service Area Office Khamphaenphet

Abstract

The objectives of this research article were 1) to study the status of modern library administration; 2) to compare the opinions of administrators and teachers about the modern library administration classified by personal factors; and 3) to find the guidelines of modern library administration according to Rajasangahavatthu 4 of schools under Kamphaeng Phet Secondary Educational Service Area Office. It was a mixed methods research. A quantitative research was conducted by collecting data from a sample group of 303 people with a questionnaire having a reliability of .97. Data were analyzed by frequency, percentage, mean, standard deviation, T test and one-way analysis of variance. For qualitative research, semi-structured interviews were used with 9 key informants. Data were analyzed by content analysis. The results of the research were as follows: 1) the status of modern library administration, overall, was at a high level; 2) the results of comparing the opinions of administrators and teachers towards modern library administration were different by sex, age, position, education level and work experience; 3) modern management guidelines according to Rajasangahavatthu 4 consisted of 3.1) in terms of administrators, administrators should allocate sufficient budgets for the management of libraries as a new learning resource; 3.2) in terms of teachers, administrators should show appreciation or award to teachers who had the ability to use  the library service to benefit to organize learning activities.  Personnel should be encouraged to have a study visit and then expanding the development of the library to become a modern library; 3.3) in the aspect of students, administrators should encourage activities to encourage students to have a reading habit and activities should be publicized for students to participate in activities; 3.4) in terms of information resources, administrators should formulate policies to procure and survey the needs of information resources on a continuous basis. There should be supervision, monitoring and evaluation of performance; 3.5) in terms of buildings and materials, administrators should support the provision of modern equipment and methods for use in the library affairs.
