Administration of Local Government Organizations: Problems, Obstacles and Solutions

Abstract

The purpose of this academic paper aimed to study the problems and solutions for the management of Thai local government organizations. It was found that local government organizations were organizations that required management, operation and solving problems or obstacles that arose. This article would like to present the problems, obstacles and solutions based on Luther Gulick's POSDCoRB theory of Phanom Sarakham Subdistrict Municipality, Chachoengsao Province, because this organization has encountered many problems or obstacles, namely 1) Planning, such as working without planning, 2) Organizing, such as assigning tasks that did not correspond to authority or duty, 3) Staffing, such as arranging personnel to perform tasks that did not match their knowledge and abilities, 4) Directing, such as lack of administrative arts, 5) Coordinating, such as not coordinating with external agencies, 6) Reporting, such as lack of a system for providing information to interested parties, and 7) Budgeting, such as delays in budget disbursement. When there were such problems or obstacles in the organization, the administrators had taken action to immediately solve problems or obstacles in successive order until causing problems or obstacles to decrease and eventually disappear by using methods to solve problems or obstacles on each aspect as follows: 1) Planning with an annual plan prepared in advance, 2) Organizing with clearly positioned jobs or duties, 3) Staffing  with a standard system for worker qualifications, 4) Directing by organizing administrative art training for administrators, 5) Coordinating by setting up a central unit to handle problems or obstacles in operation, 6) Reporting by establishing a central local government information center; and 7) Budgeting by establishing a clear budget disbursement assessment system.
