Development of a Secondary Educational Service Area Office Management Model towards an Innovative Organization

Abstract
The purposes of this research article were 1) to study the current state and management approaches of secondary education service area offices towards becoming innovative organizations; 2) to develop a management model for secondary education service area offices towards becoming innovative organizations; and 3) to evaluate the management model for secondary education service area offices towards becoming innovative organizations. This was a research and development (R&D) study. The research process consisted of 1) studying the conditions and approaches. The informants were educational administrators, group directors, or officers under the Secondary Educational Service Area Offices nationwide, one person from each of the 62 offices, selected using purposive sampling, totaling 62 people; 2) the model was developed using a connoisseurship-based seminar format with focus group discussions, utilizing a group of 7 experts; and 3) the model was evaluated by a user group consisting of 30 educational administrators, group directors, and staff members. The research tools used included document analysis, questionnaires, in-depth interviews, and evaluation forms. The statistical methods used included percentage, mean, and standard deviation. The research findings revealed that 1) the state and management approaches of the Secondary Educational Service Area Office towards becoming an innovative organization in six areas were as follows 1) vision and shared goals, 2) organizational processes and culture, 3) innovative organizational leadership, 4) creative thinking skills of personnel, 5) knowledge and information management, and 6) in terms of innovation evaluation, the implementation rate was 90% or higher in all aspects, and there were 4 areas and 8 points of management guidelines, and 6 areas and 12 points of guidelines for managing towards an innovative organization; 2) the model development results consisted of 4 components, namely: Component 1: Management; Component 2: Management towards an innovative organization; Component 3: Agile Management approaches; and Component 4: Success of the innovative organization; and 3) the evaluation of the management model for the Secondary Educational Service Area Office towards becoming an innovative organization showed the highest level of accuracy, appropriateness, feasibility, and overall benefit.
