Abstract

This research article aimed to 1) develop communication competency, and 2) develop active citizenship competency among Grade 6 students, with a target that no less than 80% of learners achieve a competency level of "capable" or higher. This was action research, with a target group of 8 Grade 6 students from Ban Kong Phan School, Udon Thani Province, in the first semester of the 2024 academic year. The instruments included 12 lesson plans employing phenomenon-based learning combined with simulation, a competency assessment form, a behavioral observation form, and a post-activity record form. Data were analyzed using mean, standard deviation, and percentage. The results showed that 1) regarding communication competency, after the completion of learning activities, students achieved a mean score of 35.63 (S.D. = 2.45), representing 79.17%, with 6 students (75.00%) meeting the "capable" level or higher; and 2) regarding active citizenship competency, learners achieved a mean score of 25.88 (S.D. = 0.93), representing 86.25%, with 7 students (87.50%) meeting the "capable" level or higher. Although the overall achievement trend was favorable, the number of students meeting the higher-level criterion did not reach the 80% target set for the study, reflecting the need for further development in individual confidence-building and communication skills training.
