กระบวนการสร้างความชอบธรรมของรัฐบาลเอกภาพเมียนมา

บทคัดย่อ

บทความวิจัยฉบับนี้มีวัตถุประสงค์ 1) เพื่อศึกษากระบวนการสร้างความชอบธรรมของรัฐบาลเอกภาพเมียนมา 2) เพื่อวิเคราะห์ยุทธศาสตร์กระบวนการสร้างความชอบธรรมของรัฐบาลเอกภาพเมียนมา และ 3) เพื่อวิเคราะห์ปัจจัยที่ส่งผลต่อกระบวนการสร้างความชอบธรรมของรัฐบาลเอกภาพเมียนมา โดยใช้กรอบแนวคิดความชอบธรรมทางการเมืองของ David Beetham เป็นกรอบในการวิเคราะห์ งานวิจัยเชิงคุณภาพชิ้นนี้อาศัยวิธีวิเคราะห์เอกสาร ได้แก่ แถลงการณ์และนโยบายของ NUG รายงานขององค์กรระหว่างประเทศ งานวิชาการ และรายงานข่าวที่เกี่ยวข้อง การวิเคราะห์ข้อมูลใช้เทคนิคการวิเคราะห์เชิงเนื้อหาประกอบกับการเรียงลำดับเหตุการณ์ตามช่วงเวลา ผลการศึกษา พบว่า 1) NUG สถาปนาความชอบธรรมโดยอ้างอิงผลการเลือกตั้งปี 2020 ในระดับภายในประเทศ ควบคู่กับการใช้วาทกรรมประชาธิปไตยและการเดินเกมการทูตในเวทีโลก 2) NUG ดำเนินยุทธศาสตร์หลากมิติเพื่อท้าทายอำนาจของระบอบทหาร ได้แก่ การจัดตั้งโครงสร้างรัฐบาลทางเลือก การหนุนเสริมขบวนการอารยะขัดขืน การก่อตั้งกองกำลังพิทักษ์ประชาชน และการสร้างแนวร่วมร่วมกับกลุ่มติดอาวุธชาติพันธุ์ และ 3) ปัจจัยภายในที่เกื้อหนุนความชอบธรรมของ NUG ประกอบด้วยแรงสนับสนุนจากประชาชนและความร่วมมือของกลุ่มชาติพันธุ์ ส่วนปัจจัยภายนอกที่เป็นอุปสรรค ได้แก่ การที่ประชาคมโลกยังมิได้ให้การรับรอง NUG อย่างเป็นทางการ ผนวกกับหลักการไม่แทรกแซงของอาเซียน ข้อค้นพบของการศึกษานี้สะท้อนว่าความขัดแย้งในเมียนมาดำรงอยู่ในภาวะย้อนแย้งของการครอบครองความชอบธรรม (Legitimacy Paradox) ที่ SAC ครอบครองกำลังบังคับแต่ขาดความชอบธรรม ขณะที่ NUG ครอบครองความชอบธรรมแต่ขาดกำลังบังคับ อันถือเป็นการต่อยอดและขยายขอบเขตการประยุกต์ใช้ทฤษฎีของ Beetham สำหรับการวิเคราะห์ความขัดแย้งในยุคปัจจุบัน
