Development Ethics: Indicators and Processes for Cultivating Transparency of Local Government Organizations in Ubon Ratchathani Province

Abstract

All aspects of the development ethics indicators and the processes of transparency enhancement in local government organizations of Ubon Ratchathani Province are at high level (=3.74) and each aspect is at high level as the followings:  transparency (=3.99), accountability ( =3.72), countering corruption (=3.70), merit culture (=3.53) and work ethics (=3.85).

            It was found from the interviews on the development ethics indicators and processes of transparency enhancement in local government organizations of Ubon Ratchathani Province as the followings:

1.   For the transparency enhancement process of local government organizations by ethical mechanisms in 5 aspects including transparency, accountability, countering corruption, organizational merit and work culture, the process is explicit in theory. However, it is not continuously implemented even though there has been bureaucratic reformation framework for transparency and accountability and the vigorous and accurate National Counter Corruption Commission.

            2. For the integration of Buddha Dhamma principles in transparency enhancement of local government organizations of Ubonratchathani Province, the principles have been applied in self-managing, people-managing and task-managing. The person who is appointed at executive level must be screened in ethical aspect. Ethical pre-service training is provided before entering the position. In the administration of government agencies focusing on transparency in participatory verification, senior officials should behave as a good model while adults should introduce children and adolescents to be aware of the damage of corruption.  Ethics and morality are the crucial principles of the executives. The success of administration depends on the capability of the leaders in applying the Buddha Dhamma principles in accordance with the goal of their administration
