THE CIVIL RIGHTS OF MARGINAL PEOPLE IN MUEANG, NAKHONSAWAN PROVINCE

Abstract

This article titled “The Civil Rights of Marginal Children in Urban Society of Nakhonsawan Province” aimed at: 1) Studying the current problems of marginal children in urban society of Nakhonsawan province; 2) Studying the mechanism and process of encouraging rights of the marginal children in urban society of Nakhosawan province; and 3) Proposing guidelines for civil rights development of the marginal children in urban society of Nakhosawan province.  Provincial child rights related agencies participating in solving the problems of marginal children included government agencies, local government organizations, foundations, associations and children’s community organizations in Muang district, Nakhosawan province and also the communities that the marginal children were living. The results of this research were as the followings. It was found that the problems of marginal children were not pertinently solved. There were only relief activities according to the needs of individuals i.e. because the children and their families still lacked knowledge and understanding on child rights and how to get access to welfare and services of the government. In addition, organizations and foundations providing residence and education were not supported by the government sector. Their limited budgets for implementation and management were mainly obtained from donations of individuals and private sectors. The budgets, thus, could not respond the existing needs and problems of the marginal children. It was, therefore, necessary that government sector be attentive in providing support by coordinating the local people for sustainable development and management.
