THE ROLE OF PERSONNEL IN ENVIRONMENTAL MANAGEMENT WITHIN PAKSE TEACHERS COLLEGE, CHAMPASAK PROVINCE, LAO PEOPLE'S DEMOCRATIC REPUBLIC

Abstract

 The purpose of this research was to study the role of personnel in environmental management within Pakse Teachers College, Champasak Province, Lao People's Democratic Republic. It was conducted by mixed research methods, namely, quantitative research by using questionnaires of 278 people and interviewing the 20 key informants. The statistics used for data analysis were percentage, mean, standard deviation, and content analysis. The results of the research were as the followings. 1) The overall internal environmental management condition was at a high level. Regarding the relationship between teachers and students, there was a promotion of personnel to work as a large team. In campaigning on environmental conservation, there were academic activities on environment management for students to choose according to their aptitudes and interests. Regarding the atmosphere management, the trees were planted to provide a shady, tidy and beautiful environment. In the cooperation with the community, the resource persons were invited to extend their ideas from the community to promote creativity in the environmental protection work. Regarding the administration and environmental conservation, there were coordination and cooperation with other colleges or agencies in environmental conservation. 2) Role of personnel in environmental management, It was found that the role of personnel towards the environment management in the teachers college was not in order.  Every sector should pay attention and implement consistently and continuously. For the roles of personnel towards atmosphere and environment management, a specific agency should be established to design, plan and create a process of environment conservation i.e. to create a shared responsibility. Personnel should play a role in inviting all related parties to protect the environment. In environmental administration, high level supervisors should allocate budgets and equipment in environment management with the cooperation of the community.
