SUITABLE ADMINISTRATION GUIDELINE ACCORDING TO THE GOOD GOVERNANCE PRINCIPLE OF THE POLICE SPECIAL BRANCH BUREAU

Abstract

The purposes of this research were: 1) to study suitable administration guidelines according to the good governance principle; 2) to study the problem and obstacle factors of suitable administration guidelines according to the good governance principle; 3) to study the factors affecting suitable administration guidelines according to the good governance principle. The researcher used the Mixed Methods Research including: 1) Qualitative Research by interviewing 11 Chief Executive Officers of the Special Branch Bureau and the contents were analyzed; 2) Quantitative Research by collecting data from the questionnaires with samples of 400 persons in the Special Branch Bureau by using linear regression analysis. The research results were as follows. 1) Suitable administration guidelines according to good governance principle were the new model of administration called "Special Team" including: S=security, P=participation, E=efficiency, C=creative, I=innovation, A=activeness, L=law, T=transparent, E=ethics, A=accountability, and M=moral. 2) The problem and obstacle factors for suitable administration guidelines according to the good governance principle were the administration in accordance with the complex rules and regulations i.e. not complying with the changing social circumstances. 3) The factors affecting suitable administration guidelines according to the good governance principle included: (1) Management factor specifically in organizational common values with the highest level of opinions (= 4.54, S.D. = 0.62); and (2) The ten principles of good governance specifically equality with the highest level of opinions (= 4.71, S.D. = 0.55) that were able to predict the appropriate good governance principle with statistical significance at the level of 0.05. For suggestions, there should be knowledge management applying in public services provision and the knowledge and experience should be circulated within the agency for full potentials of all individuals.
