NEEDS FOR CHARACTERISTICS DEVELOPMENT OF THE 21ST CENTURY SCHOOL ADMINISTRATORS UNDER KHON KAEN PRIMARY EDUCATIONAL SERVICE AREA OFFICE 5

Abstract

The purposes of this research were: 1) to study the current and the desirable conditions; 2) to study the needs; and 3) to study recommendations for characteristics development of the 21st century school administrators under Khon Kaen Primary Educational Service Area Office 5. The sample group used in this research consisted of administrators and teachers in schools under Khon Kaen Primary Educational Service Area Office 5, with the total number of 503 people. The instrument used for data collection was a 5-level rating scale questionnaire. The statistics used in data analysis included frequency, percentage, mean, standard deviation and PNI modified index. The research results were as follows. 1) The overall current condition of characteristics development of the 21st century school administrators under Khon Kaen Primary Educational Service Area Office 5 was at a high level. When it was considered by aspect, it was found that the aspect with the highest average was determination and perseverance, followed by vision. The aspect with the lowest average was loyalty and morality. The overall desirable condition of the 21st century school administrators under Khon Kaen Primary Educational Service Area Office 5 was at the highest level. When it was considered by aspect, it was found that the aspect with the highest average was loyalty and morality, followed by communication and technology skills. The aspect with the lowest average was community networking. 2) The needs for characteristics development of the 21st century school administrators under Khon Kaen Primary Educational Service Area Office 5 were chronologically prioritized as follows: loyalty and morality, communication and technology skills, analytical and creative thinking, community networking, vision and determination and persistence. 3) The main recommendations for characteristics development of the 21^st century school administrators under Khon Kaen Primary Educational Service Area Office 5 were as follows. The administrators should straightforwardly perform their duties, honestly behave themselves, hold the rule of law to ensure transparency and accountability of the organization, have their capacity in contacting, coordinating and solving problems right to the issues, as well as be effective communicators with parents, community and outside organizations, learn how to use information technology for continuously publicizing school activities and performance at the right time.
