PARTICIPATIVE ADMINISTRATION GUIDELINE FOR TEACHERS AND EDUCATIONAL PERSONNEL OF CHILD DEVELOPEMENT CENTERS UNDER THE LOCAL ADMINISTRATIVE ORGANIZATIONS IN RATTANAWAPI DISTRICT, NONGKHAI PROVINCE

Abstract

The objectives of this research included: 1) to study the needs for participative administration of teachers and educational personnel; and 2) to find the guidelines for participative administration of teachers and educational personnel in child development centers under the local administrative organizations in Rattanawapi District, Nongkhai Province.  The research was divided into 2 phases including: The first phase was to study the needs for participative administration of teachers and educational personnel in child development centers under the local administrative organizations in Rattanawapi District, Nongkhai Province. The sample consisted of 84 teachers and educational personnel in child development centers under the local administrative organizations in Rattanawapi District, Nongkhai Province in the academic year 2019.  The tool used for collecting data included a questionnaire. The second phase was to find the guidelines for participative administration of teachers and educational personnel in child development centers under the local administrative organizations in Rattanawapi District, Nongkhai Province. This phase was implemented through focus group discussion with a target group of 9 persons. The results of this research were as follows. 1) The overall needs for participative administration of teachers and educational personnel in child development centers under the local administrative organizations in Rattanawapi District, Nongkhai Province was at a high level and could be chronologically ranked by aspect as follows: (1) participation in responsibility; (2) participation in operation; (3) a participation in expression of opinion; and (4) a participation in decision making. 2) Guidelines for participative administration of teachers and educational personnel in child development centers under the local administrative organizations in Rattanawapi District, Nongkhai Province included 4 aspects as follows: participation in responsibility with 5 guidelines; participation in operation with 4 guidelines; participation in expression of opinion with 3 guidelines; and participation in decision making with 3 guidelines.
