CHINA-US FOREIGN POLICIES AND THE LEADERS’ PERSPECTIVES TOWARDS GLOBAL COMMUNITY

Abstract
The objectives of this article include: 1) to study the foreign policies of China and the United States; 2) to analyze the implementation of foreign policies of China and the United States towards the global community; 3) to study the leaders’ perspectives of China and the United States towards the global community in the future. It is a qualitative research studying from documents and it is presented in descriptive analysis. The results of this study are as follows. 1) The foreign policy of China emphasizes on freedom of international affairs including opposition of any dominance or hegemony and freedom from interference of other states in internal affairs while the foreign policy of the United States focuses on human rights protection and democracy. 2) Regarding the analysis of foreign policies, China has changed from its receptive policy to be proactive or even aggressive one. The global community is expected to accept its “One China Policy”. It has used aggressive responses when it is accused of any concerns. For the United States, it has been criticized that it uses its foreign assistance as a tool for creating its international influence. Its assistance through strict funding does not match the local problems and needs but makes the poor countries getting poorer. These countries have been also dominated by international corporations that the poor countries have to open their markets and are unable to protect their own economies. 3) Regarding the leaders’ perspectives of China and the United States towards the global community in the future, there have been common challenging concerns including COVID 19 and threatening climate change. The different perspectives are as follows. The leader of China views that economic problems of the poor countries should be solved through people-centered approach. Technology innovation should be open and not discriminated and the UN should takes its role in world governance. The United States, on the other hand, focuses on: human rights principles; opposition in territory, economic and technology dominance; intellectual property protection; solution of corruption problem through listening to the voice of the people; freedom of navigation according to international treaties; minimization of nuclear weapons; and combating terrorism. The United Nations and regional organizations are prioritized as the main mechanisms in solving global concerns.
