THE SAFETY BEHAVIORAL CHANGE OF THE OPERATION WORKERS OF PROVINCIAL ELECTRICITY AUTHORITY

Abstract

In the past several years, the Provincial Electricity Authority (PEA) has lost a large number of humans and resources from the accidents at work that the main causes of the accidents are from the unsafe working behaviors of the workmen. This article is to study the safety behavioral changes in the operation of workmen in a provincial electricity authority after the operation of the project titled “Safety Electricity” from April 2021. This project focused on: the importance of the safety in working; promotion of workmen to have knowledge with the good attitude and consciousness in work safety to raise the standard of the safety management and create the safe culture. The project focused on the development of personnel, the management of safety instrument and equipment in accordance with the standards. Manuals for safety work procedures were also produced. From the study of the project operation, it was found that all the samples were males with: the average age of 35.22 years; the average working experience of 8.22 years; and all of them were trained in the curriculum of the safety of working at the level of foremen; 8.1 % of them were trained on the safety discerning (Kiken Yoshi Training, KYT) and safety talk before every working period stressing on participation in work plan. The work is checked in accordance with the safety procedures, for example, wearing personal protective equipment (PPE) during working period, the survey of working area, the outstanding danger warning sign and rubber cone for working area partition and dangerous areas, the settlement of protective equipment at the electricity origin station to prevent the danger in case of the working mistake, the settlement of grounding device in every putting out operation. It has been stressed that there must be supervisors and inspectors in all procedures of work. Regarding the evaluation through the behavior observation form after the project operation, it was found that the project could help the workmen to get more knowledge, understanding, awareness and focus on the safety especially the better usage of safety equipment with the tendency in changing behavior towards safety work.  This directly and clearly resulted in  the safety operation of the provincial electricity authority. Furthermore, all activities of the project have been used as guidelines or models for the safety operation of other provincial electricity authorities in efficiently and effectively planning, controlling and preventing dangers from working in the future.
