GUIDELINES FOR DEVELOPING THE ETHICAL STANDARDS OF SCHOOL ADMINISTRATORS UNDER THE SURIN PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract

The objectives of this research were: (1) to study the current and desirable conditions in accordance with the ethical standards of school administrators under the Surin Primary Educational Service Area Office 1; (2) to study the guidelines for the ethical standard development of school administrators under the Surin Primary Educational Service Area Office 1; and (3) to assess the guidelines for the ethical standard development of school administrators under the Surin Primary Educational Service Area Office 1. The samples comprised of 330 school administrators and teachers who are the head of personnel administration received from a multi-stage sampling. Research tools consisted of a component suitability assessment form, an in-depth interview form, and a development guideline assessment form. Statistics employed for data analysis were mean, standard deviation, and priority needs index. The study found that: 1) The overall current condition according to the ethical standards of the school administrators under the Surin Primary Educational Service Area Office 1 is at a high level. The overall desirable condition according to the ethical standards of the school administrators under the Surin Primary Educational Service Area Office 1 is at the highest level. 2)According to the modified PNI based on the ethical standards of school administrators under the Surin Primary Educational Service Area Office 1, it is found that the modified PNI can be arranged in descending order of the first three as follows: (1) thinking about the common interest rather than the personal benefit and having a public mind; (2) dare to make decisions and act in righteousness; and (3) performing duties fairly and non-discrimination. After that, a draft of the ethical standard development for school administrators under the Surin Primary Educational Service Area Office 1 was prepared by the researcher. Then, the drafted guideline was brought for an in-depth interview to assemble and confirm the draft. 3) Each aspect of the guidelines to develop school administrators under the Surin Elementary Educational Service Area Office 1 according to the ethical standards were assessed as follows: (1) thinking about the common interests rather than personal interests and having a public mind consists of 3 approaches; (2) dare to make decisions and act in righteousness comprises of 3 approaches; and (3) performing duties with fairness and non-discrimination consists of 3 approaches. The assessment results in terms of suitability, possibility, and profitability are at a high level. Therefore, the ethical standard development guideline developed by the researcher can be used with school administrators under the Surin Primary Educational Service Area Office 1.
