THE ROLE OF LOCAL GOVERNMENT ORGANIZATIONS IN BUILDING DIGITAL CITIZENSHIP IN THE 21ST CENTURY: A CASE STUDY OF MUEANG MAI SUBDISTRICT ADMINISTRATIVE ORGANIZATION AMPHAWA DISTRICT, SAMUT SONGKHRAM PROVINCE

Abstract

The main objective of this research was to study the role of local government organizations in building digital citizens in the 21st century: a case study of Mueang Mai Subdistrict Administrative Organization, Amphawa District, Samut Songkhram Province. The results of the study revealed that (1) the role of creating knowledge and understanding of digital skills for the people in the area through informal forms and learning forms of digital skills was carried out through 2 main projects, namely Dharma Fun Project and Community Forum. that the community will come to exchange with the Muang Mai Subdistrict Administrative Organization Including inviting speakers to provide knowledge, social issues will be inserted, allowing people in the area to learn digital skills in a more indirect and informal way. (2) Public service roles such as using the system Online questionnaires, consulting on the use of government applications, access to CCTV, creating complaint channels via social media, land and building tax filing, own land surveys via satellite, GFMIS system, internet service and E- Services. For official forms such as E- Services, internet service, people can survey their own land via satellite by themselves, people can complain through various online channels such as application Line Facebook, People can assess their satisfaction through an online questionnaire. (3) role in health care caused by using digital devices, mental health care caused by using digital devices, providing advice on proper health treatment to others and roles in enhancing access to digital health services for the digital health learning model, it operates through 2 main projects, namely Fun Dharma Project and community forum where the community will exchange with the Muang Mai Subdistrict Administrative Organization, as well as inviting speakers to educate.
