Abstract

This article aims to study patterns and behaviors related to corruption in the operation of teacher savings cooperatives, and to find appropriate criminal law measures to prevent corruption among influence network groups in teacher savings cooperatives. The results of the study found that Management of the Teacher Savings
Cooperative has systematic corruption patterns and behaviors starting from the use of wrong methods in the process of recruiting cooperative directors, hiring cooperative staff, the use of fraudulent positions in relation to the administration of cooperatives, Also the use of a network of influence groups which involved in both systemic and non-systematic corruption processes. In addition, the use of gaps in the existing savings cooperative loan regulations. Including the criminal law measures that are appropriate to prevent influence network groups that will lead to corruption in a systematic manner are: 1) The Cooperatives Act B.E. The examiner of the qualifications and prohibited characteristics of applicants to be recruited as cooperative directors to ensure that the selection process is honest and lawful; 2) the Registrar of Cooperatives shall have the power to issue regulations; Recruitment of directors of savings cooperatives; 3) to impose penalties on applicants for recruiting who act unlawfully or know that they are not eligible to apply for membership of cooperatives; 4) the Registrar of Cooperatives has the power to order the supervisor who is the Government cooperatives take disciplinary action, and to impose penalties on supervisors who act or refrain; 5) to amend Section 21 of the Cooperatives Act, B.E. interpretation of the law.
