Public Participation in the Implementation of Bann Mankong Project: A Case Study of Bann Mankong Project, Mankong Community 133, Bang Bon District, Bangkok

Abstract

The objectives of this research were: 1) study public participation in the implementation of Bann Mankong Project. 2) study the problems and obstacles in the implementation of Bann Mankong Project. This article is qualitative research. The key informants were chosen by purposive sampling. The researchers selected 16 participants based on their key roles in the project implementation, knowledge, and experiences, and their insights into the project implementation at every single step. The instruments included in-depth interviews with individuals and in groups. The data was verified by source triangulation, and was analyzed by descriptive analysis. Then, it was interpreted by connecting to relevant concepts and theories to explain the process from the pre-implementation, implementation, and post-implementation phases.
The result of this research is as follows:
1. The overall public participation in the implementation of Bann Mankong Project, Mankong Community 133, Bang Bon District, Bangkok was the highest. This was reflected in the implementation process divided into 3 phases, i.e., the pre-implementation phase with low public participation, which turned higher to moderate at the end of the implementation; the implementation phase with continuously low public participation; and the post-implementation phase with moderate public participation at the beginning, and then turned higher until became highest at the end.
2. During the pre-implementation phase of Bann Mankong Project, Mankong Community 133, some problems and obstacles of the survey were found. To clarify, affected inhabitants were gathered in groups. A savings group was established due to a lack of confidence in the leader and savings management. The problems were solved by monthly meetings open stage for talks/discussion, and the coming of involved officers to assure inhabitants of the project implementation and to provide more information. During the implementation phase, there was the problem of unapproved credit. The problems were solved by personnel competency improvement, errors rectification, and continuous learning. During the post-implementation phase, there was the problem of a lack of budget for common space management as well as development. The problem was solved by searching for other budgets besides the one obtained from the project.
