Guidelines for Developing Strategic Leadership in the 21st Century of School Administrators under the Office of Mahasarakham Primary Education Service Area 2

The objectives of this research were: 1) study the current conditions, preferred conditions, and the need for strategic leadership in the 21st Century of school management. 2) study the strategic leadership development guidelines of the 21st Century of 160. educational leaders plus 160 teachers for a total of 320 participants. Derived from proportional stratified random sampling,by using the size of the school as a random class. Research tools employed included questionnaires and semi-structured interviews. Data analysis included content analysis of interviews; and statistics of questionnaires (percentage of mean, standard deviation, and the required index).
The result of this research is as follows:
1. The overall level of current Conditions of Strategic Leadership in the 21st Century of Education Management is the most moderate, while the needs are, in order: of 1) the ability to put important factors into strategy, 2) leaders with high-level understanding and 3) human resource development.
2. Guidelines for the 21 st Century Strategy Development approach of Academy leaders requires a total of 6 themes, 26 sub-themes.
