Factors Affecting the Implementation of Safety Promotion Policy of Schools under Nonthaburi Primary Educational Service Area Office 2

This study aimed to 1) examine the level of factors related to the implementation of school safety promotion policies, 2) examine the level of implementation of school safety promotion policies, and 3) identify the factors affecting the implementation of school safety promotion policies in schools under the Nonthaburi Primary Educational Service Area Office 2. The population consisted of 1,612 school administrators and teachers in the 2024 academic year. The sample comprised 310 participants. The sample size was determined using the Krejcie and Morgan table, and stratified random sampling was employed according to school size. The research instrument was a questionnaire covering factors related to policy implementation, including organizational characteristics, policy characteristics, external support, adequacy of resources, personnel, and leadership. The reliability coefficients for these factors were .984, .978, .978, .943, .970, and .991, respectively. The questionnaire on the implementation of school safety promotion policies had a reliability coefficient of .994. Data were analyzed using the mean, standard deviation, Pearson’s product-moment correlation coefficient, and stepwise multiple regression analysis.
The findings revealed that:
1. The overall level of factors related to the implementation of school safety promotion policies was high. Ranked from the highest to the lowest mean scores, the factors were organizational characteristics, leadership, external support, personnel, adequacy of resources, and policy characteristics.
2. The overall level of school safety promotion policy implementation was high. Ranked from the highest to the lowest mean scores, the dimensions were organizational management, policy interpretation, development of understanding and acceptance among implementers, control, supervision, monitoring and evaluation, and personnel development.
3. Organizational characteristics (β = .408), external support (β = .281), and leadership (β = .222) jointly predicted the implementation of school safety promotion policies at a statistically significant level of .01, accounting for 68.60% of the variance (R² = .686, Adjusted R² = .683, p < .001).
