Abstract

This study aimed to: (1) examine the current situation, problems, and obstacles in water resource management of the Mae Mok Reservoir water user farmer group; (2) investigate the principles of water resource management practiced by the group; and (3) propose guidelines for improving water resource management. A mixed-methods approach combining quantitative and qualitative research was employed. The quantitative sample consisted of 357 farmers who received irrigation water from the Mae Mok Reservoir in Wiang Mok Subdistrict, Thoen District, Lampang Province, and nearby areas in Thung Saliam District, Sukhothai Province. In addition, nine key informants participated in in-depth interviews. Research instruments included questionnaires and semi-structured interviews. Data were analyzed using descriptive statistics, Independent Samples t-test, and One-way ANOVA.
The findings revealed that:
1. Regarding the current situation, most farmers reported having sufficient water throughout the year (61.90%). Water allocation was primarily managed by irrigation officials through a rotational water distribution system. However, major problems included inefficient water distribution and inadequate water supply. The main obstacles were deteriorated irrigation infrastructure and the lack of systematic planning.
2. Overall, the principles of water resource management were rated at a high level (Mean = 3.72). Internal group management received the highest mean score, followed by water management, participation, and maintenance, respectively. Hypothesis testing indicated that age, educational level, household size, agricultural income, irrigation zone, participation in group activities, and sources of agricultural information significantly influenced water resource management at the .05 level.
3. Qualitative findings identified four key improvement areas: enhancing flexible water allocation systems supported by technological data; establishing systematic inspection plans and maintenance budgets; improving communication systems and transparency within the group; and strengthening continuous participation mechanisms through both online and offline platforms. The study highlights that strengthening infrastructure, enhancing participation, and integrating information technology are crucial factors for achieving sustainable community-based water resource management.
