Development of Learning Management Model Utilizing Distance Learning Television (DLTV) for Small-Sized schools under Sisaket Primary Educationnal Service Area Office 3

This research aimed to: (1) investigate the problems of learning management using Distance Learning Television (DLTV) in small-sized schools, (2) design and develop a learning management model, (3) evaluate the model, (4) compare the results before and after implementation, and (5) examine the outcomes of the model in terms of efficiency, effectiveness, and value. The study employed a research and development approach integrating both quantitative and qualitative methods. The sample consisted of 86 small-sized schools under the Sisaket Primary Educational Service Area Office 3. The respondents were school administrators and academic teachers, two from each school, totaling 172 participants. Ban Sadao Noi School was selected as the experimental site. The research instruments included a questionnaire, a model evaluation form, an action plan, pre- and post-test evaluation forms, and a model outcome evaluation form. The quality of the instruments was validated using the Index of Item-Objective Congruence (IOC) by five experts. Data were analyzed using percentage, mean, standard deviation, dependent t-test, and content analysis.
The results revealed that:
1. The overall level of problems in DLTV-based learning management was at a high level.
2. The developed model, namely the POME Model, consisted of four components: Planning, Operation, Monitoring, and Evaluation.
3. The model was evaluated as appropriate, with IOC values ranging from 0.80 to 1.00.
4. The post-implementation scores were significantly higher than the pre-implementation scores at the .01 level.
5. The outcomes of the model in terms of efficiency, effectiveness, and value were at a high level. In conclusion, the developed model effectively enhanced DLTV-based learning management in small-sized schools and can be appropriately applied in educational contexts to improve learning quality.
