Development of Academic Administration Model for Educational Opportunity Expansion under the Ratchaburi Primary Educational Service

Abstract

This research and development study aimed to: 1) investigate management problems within the student care and support system in Group 1 schools for the deaf under the Office of Special Education Administration; 2) develop a management model for this system; 3) evaluate the developed model; 4) compare implementation results; and 5) examine the outcomes in terms of efficiency, effectiveness, and value. Purposive sampling was used to select six schools for the deaf, involving 48 administrators and teachers as key informants, with Nakhon Pathom School for the Deaf serving as the experimental site. Research instruments included questionnaires, the GSPIMPR model, action plans, and evaluation forms. Data were analyzed using frequency, percentage, mean, standard deviation, dependent t-test, and content analysis.The findings revealed that baseline problems in managing vocational skill learning for hearing-impaired students were at the highest level. To address this, the GSPIMPR Model was developed, featuring seven steps: 1) Individual Student Assessment, 2) Student Screening, 3) Support Team Planning, 4) Plan Implementation, 5) Monitoring and Evaluation, 6) Problem Prevention and Resolution, and 7) Student Referral. The model demonstrated high content validity, with an Index of Item-Objective Congruence (IOC) ranging from .80 to 1.00. Following implementation, students' average scores were significantly higher than pre-experiment scores at the .01 statistical level. Furthermore, the model achieved the highest levels of efficiency, effectiveness, and value. Recommendations suggest that educational institutions should establish clear operational manuals based on this model and provide continuous teacher training in screening tools and basic counseling. Additionally, modern technology should be integrated to manage individual student data, ensuring accurate and up-to-date information for the care and support system.
