A A Comparative Study of Flood Mitigation in Bangkok, Thailand and Jakarta, Indonesia

Abstract

This research aims to: 1) compare the causes of flooding in Bangkok, Thailand, and Jakarta, Indonesia; and 2) conduct a comparative analysis of flood prevention policies and measures within the Disaster Risk Reduction (DRR) framework. The study employs a qualitative methodology through documentary research, synthesizing 25 secondary sources. Data were analyzed using content analysis and descriptive comparative approaches. The findings reveal that flooding in both metropolises stems from shared physical vulnerabilities such as low-lying deltaic areas, coupled with unplanned urbanization that has decimated natural water retention zones. Notably, Jakarta faces a significantly more acute crisis of land subsidence and sea-level rise compared to Bangkok, primarily driven by excessive groundwater extraction. In terms of policy response, Bangkok prioritizes structural measures integrated with smart technology and the Capillary Strategy to enhance localized drainage efficiency. In contrast, Jakarta has adopted more intensive strategic interventions, including the construction of a Great Sea Wall and the decisive policy of capital relocation to mitigate the long-term vulnerability of its administrative hub. These findings provide policy guidelines for Integrated Water Resources Management (IWRM) and resilient urban planning in Thailand. The study advocates for a strategic balance between structural and non-structural measures, alongside the implementation of digital database systems for risk forecasting to effectively strengthen urban resilience in accordance with the Sendai Framework.
