From OTOP to OTOP Nawatwithi: A Community - Based Development Policy?

Abstract
This article examines the implementation process of national development policy which has been defined as community and local wisdom-based development. The study uses OTOP Nawatwithi Tourism Community policy, organized by Community Development Department, Ministry of Interior, as a case study, utilizing discourse analysis methodology to make a thorough revision and analysis of the implementation process, starting from OTOP to OTOP Nawatwithi Tourism Community Policy. Findings reveal some changes in the description of community-based concepts in OTOP and OTOP Nawatwithi policies. Whatever concepts are identified, however, they have not been realized neither in knowledge definition nor in resource management due to the centralized and top-down character of the government and other organizations involved.
