Abstract

This research aimed at studying opinions towards identity of public administration graduate of North Eastern University in Khon Kaen Province, and finding an approach to develop the identity of public administration graduate of North Eastern University. This qualitative research used semi-structured interview (SSI) to gather the opinions towards the identity of public administration graduate of North Eastern University in Khon Kaen Province from 50 respondents. The research employed interview guideline, observation guideline, field work record form, camera, data analysis and descriptive analysis.

The result shows that

1. Regarding to the opinions towards the identity of public administration graduate of North Eastern University in Khon Kaen Province, desirable graduates in accordance with social demands would possess academic knowledge together with morals and ethics in order to adopt knowledge and experience for successfully making a live and work with honesty, responsibility, diligence, tolerance, hardworking, persistence against obstacles, love to learn continuously, realizing the public benefit more than own benefit, respect of democracy, and creating the peace in the society. It is very crucial for educational institutions to produce graduates to serve the society while having equity and justice, sacrifice, diligence, volunteer spirit to help the society, realizing the public benefit more than own benefit, clinging to morals and ethics, and being a role model to the society.

2. Regarding to problems about the opinions towards the identity of public administration graduate of North Eastern University in Khon Kaen Province, there were moral and ethical deteriorations of Thai society; for example, issues on honesty, non-responsibility, indolence, lack of self-evaluation and non-restraint. All of which would impact to changes in the society. Since future of that nation relies on young generation of today, it is difficult for the country to be strong if the young generation is fond of vices and drugs. Educational institutions would have learning reform in place in order to fortify the young generation so that they can think, act and solve a problem by themselves, have management skills, and have ethics and value. Problem avoidance and non-responsibility with oneself and others, including having problems in work group, lack of self-evaluation and non-restraint, moral and ethical issues were due to various values not supporting the way of life in the future; for instance, intolerance, issues on temperance itself, lack of behaving in a moral manner like drinking and ignorance and non-understanding of dogma, morals and ethics.

3. For approach to develop the identity of public administration graduate of North Eastern University in Khon Kaen Province, the approach should include creation of knowledge and understanding, skills and academic capabilities in disciplines which a graduate learns and operation capabilities as well as recognizing not only current situations but also national and global changes thanks to yearning to know, austerity in self-development to be knowledgeable person with determination, endurance, hardworking, discipline, interpersonal relations, volunteer spirit, and responsibility in working to achieve job objectives and benefit to the public inside and outside the university. The educational institutions had to produce graduates by designing a curriculum, teaching in good quality, doing researches and providing academic services to the society, preserving art and culture based on locality, and realizing missions of being a learning source of various disciplines to strengthen prosperity and strength for communities and localities, concentrate on development of each dimension of the identity of public administration graduate in order for the graduate to be knowledgeable with morals and ethics in mind, have more self-honesty so as to have way of life with clear mind and goodness.
