การบริหารงานงบประมาณแบบมุ่งเน้นผลงานในสถานศึกษา สังกัดสำนักงานอาชีวศึกษาจังหวัดอุบลราชธานี

บทคัดย่อ
วิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารงานงบประมาณแบบมุ่งเน้นผลงานในสถานศึกษา สังกัดสำนักงานอาชีวศึกษาจังหวัดอุบลราชธานี 2) เปรียบเทียบการบริหารงานงบประมาณแบบมุ่งเน้นผลงานในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดอุบลราชธานี จำแนกตามตำแหน่ง ประสบการณ์ในการปฏิบัติงาน และขนาดของสถานศึกษา 3) ศึกษาแนวทางการบริหารงานงบประมาณแบบมุ่งเน้นผลงานในสถานศึกษา ตัวอย่างจำนวน 254 คน เป็นผู้บริหารสถานศึกษา 15 คน และครู 239 คน เครื่องมือเป็น แบบสอบถามมาตราส่วนประมาณและแบบสัมภาษณ์กึ่งโครงสร้าง มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.98 และแบบสัมภาษณ์กึ่งโครงสร้าง สถิติที่ใช้ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีและการทดสอบค่าเอฟ ผลการวิจัยพบว่า 1) สภาพปัจจุบันในการบริหารงานงบประมาณแบบมุ่งเน้นผลงานในสถานศึกษา โดยรวมมีการปฏิบัติอยู่ในระดับมาก 2) เปรียบเทียบการบริหารงานงบประมาณแบบมุ่งเน้นผลงานในสถานศึกษา จำแนกตามตำแหน่งและประสบการณ์ในการปฏิบัติงานแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 จำแนกตามขนาดของสถานศึกษา โดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และ 3) แนวทางการบริหารงานงบประมาณแบบมุ่งเน้นผลงานในสถานศึกษาผู้บริหารควรจัดทำงบประมาณฐานสมรรถนะเชื่อมโยงยุทธศาสตร์กระจายอำนาจและให้ทุกฝ่ายมีส่วนร่วมควรมีระบบติดตามและประเมินผลงบประมาณที่โปร่งใสมีมาตรฐานโปร่งใส และยั่งยืน
