พัฒนาการครั้งสำคัญของอาชีวศึกษา สู่มาตรฐานสากลอย่างยั่งยืน: AUN-QA กับมาตรฐานพัฒนาผู้เรียนปริญญาตรีอาชีวศึกษาอย่างเต็มศักยภาพ

บทคัดย่อ
สำนักงานคณะกรรมการการอาชีวศึกษา (สอศ.) เปิดสอนหลักสูตรปริญญาตรี สายเทคโนโลยีหรือสายปฏิบัติการ ในสถาบันการอาชีวศึกษาและสถาบันการอาชีวศึกษาเกษตรมาตั้งแต่ พ.ศ. 2556 เพื่อผลิตบัณฑิตนักปฏิบัติที่มีสมรรถนะสูง ตอบสนองความต้องการกำลังคนของประเทศ ตามเกณฑ์ มาตรฐานคุณวุฒิอาชีวศึกษา ระดับ ปริญญาตรี สายเทคโนโลยีหรือสายปฏิบัติการ พ.ศ. 2567 และกฎกระทรวงมาตรฐานหลักสูตรการศึกษาระดับอุดมศึกษา พ.ศ. 2565 กำหนดให้ทุกหลักสูตร ต้องมีระบบประกันคุณภาพ และติดตามผลลัพธ์การเรียนรู้ จริง ของผู้เรียน อย่างสามารถตรวจสอบได้ สำนักงานคณะกรรมการการอาชีวศึกษาจึงออกประกาศ เรื่อง แนวปฏิบัติการประกันคุณภาพการศึกษา ภายในระดับหลักสูตร ระดับปริญญาตรีสายเทคโนโลยีหรือสายปฏิบัติการ พ.ศ. 2568 กำหนดให้นำเกณฑ์คุณภาพสำหรับเครือข่าย มหาวิทยาลัยอาเซียน หรือ AUN-QA มาใช้เป็นกรอบการประกันคุณภาพ ระดับหลักสูตร ซึ่งครอบคลุม 8 องค์ประกอบ ตั้งแต่การกำหนดผลลัพธ์ การเรียนรู้ที่คาดหวัง ไปจนถึงผลผลิตและผลลัพธ์ของหลักสูตร พร้อมกำหนดกลไกคณะกรรมการตรวจประเมิน และแนวทาง การเตรียมหลักฐานเชิงประจักษ์ไว้อย่างเป็นระบบ บทความนี้นำเสนอที่มา หลักการ และความสำคัญ ของกระบวนการประกันคุณภาพดังกล่าว เพื่อสร้างความเข้าใจร่วมกันในการขับเคลื่อนคุณภาพ การอาชีวศึกษา ระดับปริญญาตรี ของไทยให้เป็นที่ยอมรับทั้งในระดับประเทศและภูมิภาคอาเซียน
