บทคัดย่อ
บทความนี้ไม่เพียงแค่อธิบายมโนทัศน์ สภาวะไร้รัฐ คนไร้รัฐ การไร้สิทธิ และ สิทธิที่จะมีสิทธิ ซึ่งเป็นมโนทัศน์หลักที่ฮานน่าห์ อาเรนท์เป็นผู้คิดค้นขึ้นมา หากยังชี้ให้เห็นว่า สภาวะไร้รัฐคือปรากฏการณ์ใหม่ที่เกิดขึ้นในประวัติศาสตร์ร่วมสมัย ซึ่งมีสาเหตุมาจากความอ่อนแอของรัฐ-ชาติที่ไม่สามารถปกป้องสิทธิของพลเมืองได้ นอกจากนี้ บทความนี้ยังต้องการระบุสภาวะการไร้รัฐคือการไร้สิทธิและการสูญเสียสถานที่พำนักพักอาศัยและสถานะความเป็นมนุษย์ สิ่งเหล่านี้ทำให้อาเรนท์อ้างเรื่องสิทธิที่จะมีสิทธิ เพื่อยืนยันในเรื่องศักดิ์ศรีความเป็นมนุษย์ และนำไปสู่การวิพากษ์หลักการสิทธิมนุษยชน ที่ไม่สามารถสร้างหลักประกันต่อความเป็นมนุษย์และสิทธิที่ต้องได้รับการคุ้มครอง
