Abstract
This research aimed to 1) Study the effective school management model of schools under the Office of the Basic Education Commission, Ratchaburi Primary Educational Service Area 2, 2) Develop a sustainable school management model, and 3) Drive the school management
model towards practical application and tangible results. This research utilized research and development (R&D) methods in conjunction with participatory action research (PAR). Forty experts, administrators, teachers, educational personnel, and school board members were purposively selected through a sampling method who had direct experience in school management. The results revealed that: 1) The management model was effective, with a clearer school network management structure, with school group presidents serving as the primary mechanism;
2) The development of a sustainable management model fostered cooperation among schools in the network, adhering to the principle of respecting meeting resolutions and using participatory mechanisms as a key foundation; and 3) The implementation of the school management model, leading to sustainable educational quality enhancement. Wat Chantharam School (Tangtrongchit 5) served as a case study in adopting the innovative RBC-SR Model educational management model under the PDCA quality cycle, resulting in higher work efficiency for the school, teachers, and educational personnel. This resulted in the award-winning educational management at multiple levels, both regional and national, reflecting the success of the school management model's practical application. The study area was expanded to nearby schools in Ratchaburi Province to compare the appropriateness and differences in the model's use in different contexts. A follow-up was conducted to assess its true sustainability.
