บทคัดย่อ
งานวิจัยนี้ศึกษาเปรียบเทียบนโยบายช่องแคบไต้หวันของรัฐบาลจากพรรคประชาธิปไตยก้าวหน้าสองรัฐบาลที่ดำเนินนโยบายแตกต่างกัน แม้พรรคประชาธิปไตยก้าวหน้าจะมีอัตลักษณ์เชิงนโยบายในการส่งเสริมเอกราชของไต้หวัน รัฐบาลเฉินในช่วงแรก (2000-2002) มีนโยบายแสวงหาความร่วมมือและเปลี่ยนเป็นนโยบายเผชิญหน้า (2002-2008) ขณะที่รัฐบาลไช่ (2016-2022) ไม่ได้มีการเปลี่ยนแปลงนโยบายโดยยังคงเน้นนโยบายเผชิญหน้า งานวิจัยวิเคราะห์โดยใช้กรอบแนวคิดการจัดการภัยคุกคามภายในและภายนอก และพบว่าปัจจัยที่ทำให้ทั้งสองรัฐบาลดำเนินนโยบายต่างกันคือ 1. ภูมิรัฐศาสตร์ภายใต้การแข่งขันของสหรัฐฯ และจีน 2. การเมืองระหว่างพรรคการเมืองในสภานิติบัญญัติ และ 3. พัฒนาการของอัตลักษณ์ไต้หวันกับความต้องการเชิงนโยบายของฐานเสียง ปัจจัยทั้งสามสัมพันธ์และนำไปสู่การดำเนินนโยบายจัดการภัยคุกคามของพรรคการประชาธิปไตยก้าวหน้าในรูปแบบนโยบายต่างประเทศ
