บทคัดย่อ

บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาที่มาและความสำคัญของโครงการหนึ่งแถบหนึ่งเส้นทาง หรือ (Belt and Road Initiative; BRI) รวมทั้งส่วนขยายของโครงการ คือ เส้นทางสายไหมดิจิทัล หรือ (Digital Silk Road; DSR) โดยการศึกษาหัวข้อดังกล่าวอยู่บนพื้นฐานของภูมิรัฐศาสตร์ (Geopolitics) และงานศึกษาชี้ให้เห็นพลวัตของแนวคิดภูมิรัฐศาสตร์ ไปพร้อมกันโดยศึกษาผ่านการเปลี่ยนแปลงในพื้นที่ของเทคโนโลยี


ผู้ศึกษามีข้อค้นพบว่าโครงการหนึ่งแถบหนึ่งเส้นทางและเส้นทางสายไหมดิจิทัล เป็นโครงการเพื่อตอบสนองต่อภูมิรัฐศาสตร์ระดับโลกของจีน ในสถานการณ์ที่จีนต้องการแสวงหาห่วงโซ่อุปทานนอกประเทศ รักษาอุปทานทรัพยากรธรรมชาติในการขับเคลื่อนเศรษฐกิจ และเป็นการขยายตลาดของจีนในเวลาเดียวกัน นอกจากนี้งานศึกษายังชี้ให้เห็นพลวัตรด้านภูมิรัฐศาสตร์ ที่เข้าไปคลอบคลุมพื้นที่ของเทคโนโลยี ทั้งในรูปแบบของตลาด เป้าหมายเพื่อลดทอนอิทธิพลของสหรัฐอเมริกาต่อจีน และความเป็นภูมิรัฐศาสตร์เหนือพื้นที่โลกเสมือน การสถาปนาหลักอธิปไตยเหนือพื้นที่ไซเบอร์ ซึ่งเป็นปัจจัยที่ชี้ให้เห็นพลวัตรของแนวคิดภูมิรัฐศาสตร์ผ่านปัจจัยด้านเทคโนโลยี หรือ ภูมิรัฐศาสตร์เทคโน (Techno-Geopolitics)
