From Pyongyang to Bangkok: Background on the Opening of Diplomatic Relations between Thailand and North Korea in 1975

Abstract
The article aims to analyze the factors leading to the opening of Thailand-North Korea diplomatic relations and its impact on Bangkok’s stance on the Korean question. The author, utilizing the United States diplomatic cables, Kim Il-sung’s works, and relevant Thai officials’ memoir and interview, finds that Pyongyang in 1972 began to adjust its foreign policy by actively expanding diplomatic ties with the Third World in order to catch up with Seoul. Meanwhile, coping with the American withdrawal from the Vietnam War, Bangkok reoriented its external relations by pursuing rapprochement with Asian communist countries. Therefore, contacts and visits between Thai and North Korean officials occurred from 1973 to 1974. The military victory of Hanoi and the Vietcong over Saigon eventually precipitated Bangkok’s opening of diplomatic ties with Pyongyang on May 8th, 1975 in hopes that the ties would play a part in pressuring Hanoi to become Bangkok’s friend, rather than a foe. Thailand’s diplomatic relations with North Korea also propelled the former to a balanced manner regarding the Korean question in the 30th session of the UN General Assembly in November 1975.
