Relationship between Human Relations Factors of Personnel in Primary Schools

Abstract
This research aimed to: 1) study the human relations factors of personnel in primary schools; 2 identify the relationship among human relations factors; and 3) confirm the relationship among human relations factors. The data collection was conducted in 4 phases. Phase 1, data were collected by an in-depth interview of 8 experts selected by purposive sampling. They were civil servants administrators, university faculty members, academics, and school teachers. The research instrument was a semi-structured interview guide, and the data were analyzed through content analysis. In phases 2 and 3, the questionnaire were responded to by 1,122 respondents consisting of one school director, one teacher, and one school committee from 374 schools selected through the multi-stage sampling. The researcher-constructed instrument was a 5-rating scale questionnaire, with content validity between 0.80 and 1.00 and internal consistency reliability of 0.98. The data were analyzed by exploratory factor analysis. In phase 4, the data were collected by examining and confirming the relationship among the human relations factors through connoisseurship using a checklist form consisting of 1) experts from public universities, 2) school directors, and 3) school teachers selected by purposive sampling. Content analysis was employed to analyse the data.
The results were as follows: 1) Seven elements of the human relations factors of the primary school teachers were found. They were: conflict management and teamwork, leadership and communication, organizational culture and change management, motivation, strategic management, good governance, and human resource development. 2) The relationship among the human relations factors complied with empirical data and 3) the confirmation of relationship among human relations factors, the experts had consistent opinions with the consensus model, which was appropriate, feasible, accurate, comprehensive, and useful for the development of personnel’s human relations skills in primary schools.
