Formulation of Defining the Information Master Plan of Road Safe Fund 2562-2564

Abstract

          The objectives of this study were 1) to review, analyze the status, determine the direction, set the development framework, and improve the information system of the Road Safety Fund for the years 2019-2021, 2) to prepare a three-year Fund's information action plan for the procurement budget and personnel development that will be able to support and take advantage of technological developments and of the Fund's information system to its fullest potential, 3) to formulate the guidelines for a development of the Road Safety Fund's information system that can effectively support and respond to the Fund's management. Qualitative research was conducted in this study using in-depth interviews with the Road Safety Fund’s management and personnel; the study of the documents, textbooks, manuals, academic works related to theoretical concepts; the Fund’s human resources performance; and other related information.

          The results of the study indicated that 1)

1. The RSF's information infrastructure is currently sufficient to support The RSF's operations. It is well integrated in the fund's 6-system objective to maintain, develop and improve the current work system to keep it up-to-date and ready to support and respond to the fund's mission of assisting in the implementation of the Fund's 2019-2021 Strategic Plan for Road Safety (No. 3). The six systems cannot be integrated online or in real-time because all 6 are outsourced to differently operating consulting businesses with expertise in language or system design. Furthermore, the system's servers are in different locations, which makes their integration challenging.
2. The long-term implementation of the RSF's strategy and of its annual action plan revealed a continuous improvement of the RSF's personnel's capability in information technology. They are carried out through a plan for developing the personnel's competence in information technology and an annual human resource action plan. However, experts in certain fields, such as security administrators and database administrators, are still in short supply. This leads to the inability to import data for each current and ongoing project, which makes it difficult to support the analysis, planning, and execution needed to achieve the desired goals.
3. The RSF has set the direction of the Road Safety Fund's development for its main information systems. The Fund's 2019-2021 Information Master Plan for Road Safety outlines the targets for the development of information systems over three years, with three primary strategies focusing on the Fund's information systems for road safety. It was created to efficiently optimize the integration of its complete infrastructure, its database system, and its staff competence.
4. The formulation of the 2019-2021 Information Master Plan for the Road Safety Fund has led to the implementation of its strategic plan. This was done by establishing an annual action plan for the Road Safety Fund that focused on the development of information technology systems, with the goal of improving the Fund's management efficiency by using information systems in a systematic, transparent, and auditable manner.
