States, Problems and Guidelines for Developing the Supply and Procurement Administration in the Schools of Schools in Mueang Yasothon District under the Jurisdiction of Yasothon Primary Educational Service Area Office 1

This research aimed to study states, problems, and guidelines for developing school supply and procurement administration of schools. The sample consisted of 239 subjects. Two hundred and thirty-one copies of the questionnaire, or 96.65 per cent, were returned. There were also 15 informants selected from school administrators, heads of school supply and procurement work, and teachers. The research tools were a five-level rating questionnaire on states and problems of school supply and procurement, with the discrimination values between .45 - .78 and .48-.78 and with reliability of .97 and .96, respectively, and a semi-structured interview form. The statistics were Frequency, Percentage, Mean, Standard Deviation, and content analysis.
The findings were as follows:
- The states of school supply and procurement administration as a whole and in individual aspects were at high levels, and The problems of school supply and procurement administration as a whole and in individual aspects were at low levels.
- Important guidelines for the development of school supply and procurement administration were 1) Schools should have a handbook and form for record-keeping, requisition, and reserved for use so that everyone in any position would be able to act correctly according to laws and regulations, 2) Supply officials should note down the list to secure written evidence of asking reserved supplies for use for the future inspection, 3) Inspection committees should perform their jobs rigorously, accurately, strictly, and transparently, and 4) School administrators should encourage moral and ethical conducts and emphasize all actors to be honest and have suitable and rigorous standards, to protect themselves from blames because material discard duties were risky processes that quickly led to be accused of being derogatory and fraudulent.
