Public Participation in Community Development Planning of Kae Yai Administrative Organization, Muang District, Surin Province

Abstract

This article aimed  1) To study the community participation in the development planning of Kaeyai Subdistrict Municipal Administration, Muangsurin District, Surin Province. 2) To compare the community participation in the development planning of Kaeyai Subdistrict Municipal Administration, Muangsurin District, Surin Province and 3) To study the guidelines for developing community participation in the development planning of Kaeyai Subdistrict Municipal Administration, Muangsurin District, Surin Province. This research was mixed-method research. In the quantitative research, a questionnaire was used, with a reliability coefficient of 0.884. The samples of this study were 367 individuals. The statistics used to analyze the collected data were frequency distribution, percentage, mean, standard deviation, and One-Way ANOVA. Qualitative research was conducted using in-depth interviews with 13 key informants. The qualitative data was analyzed using the content analysis method.

              The research findings indicate that:

1. The level of community participation in the development planning of the Kaeyai Subdistrict Municipal Administration, Muangsurin District, Surin Province, overall, is at a moderate level in all aspects.
2. Comparing community participation in the development planning of the Kaeyai Subdistrict Municipal Administration, Muangsurin District, Surin Province, it was found that age and monthly income differ, yet they equally contribute to the development planning of the municipal administration. On the other hand, gender and education level differ significantly in their contributions, with a statistical significance level of 0.05. Therefore, pairwise comparisons were conducted using the LSD method to explore these differences.
3. The study on the development guidelines for enhancing community participation in the development planning of the Kaeng Yai Subdistrict Municipal Administration, Mueang Surin District, Surin Province, is as follows: (1) In terms of participation in decision-making, community leaders should promote knowledge and understanding of the importance of developing strategies and annual operation plans for the community. This should occur through meetings involving village committees or relevant officials at least once a year. (2) In terms of participation in implementation, opportunities should be provided for the community to participate in group activities aimed at discovering the strengths of each community, which can be utilized for the benefit of creating sustainable learning resources, tourist attractions, and income-generating opportunities for the community. (3) Regarding participation in benefit reception, it is advisable to promote the establishment of occupational groups for producing goods from the community's local wisdom. This can create a sustainable reputation and prestige for families and communities and (4) In terms of participation in evaluation, it is recommended to appoint a committee consisting of community representatives to play a role in evaluating and monitoring the progress of operations, ensuring clarity in the assessment of outcomes.
