Performance Efficiency of Public Health Personnel of Samut Sakhon Provincial Administrative Organization

Abstract

          The objective of this research focuses on: 1) The performance efficiency of Public Health Personnel of Samut Sakhon Provincial Administrative Organization, 2) The comparison of personal factors and performance efficiency of public health personnel, and 3) The problem and obstacle performance efficiency of public health personnel of Samut Sakhon Provincial Administrative Organization. The sample used in this research was 148 public health personnels of Samut Sakhon Provincial Administrative Organization. The collected data used questionnaire. The analysis and basic statistical were frequency, percentage, mean and Standard Deviation, and hypothesis was t-test One-way ANOVA of Variance.  The research result found that: 1) According to the levels of the efficiency in performance, it stated that the high levels. When consider aspect, it was; quality of work has been found in the high level, cost efficiency, in time management and quantity of work are at a high level, respectively. 2) The comparison of personal factors, including age and type of personnel, showed different work efficiency. However, gender, education level, work position, work area, work duration, and monthly income showed no difference in work efficiency. 3. The problem, obstacles of public health personnel of Samut Sakhon Provincial Administrative Organization that: (1) The personnel lacked knowledge and understanding of procurement regulations, financial management, and fiscal policies. Moreover, some personnel were assigned tasks outside their areas of expertise. (2) Increasing workloads annually did not align with the number of personnel in certain areas. Non-essential or non-urgent tasks should be eliminated, and clear operational guidelines should be established based on local contexts. (3) Heavy workloads hindered timely completion of tasks. And (4) Cost: Budgets were insufficient for community operations, and delays in budget plan approvals occurred each fiscal year.
