Developing a Program to Strengthen Learning Leadership of School Administrators under The Secondary Education Service Area Office Roi-et

This research aimed to: 1) study the current conditions, desirable conditions, and priority needs for developing the learning leadership of school administrators, and 2) develop a program to enhance the learning leadership of school administrators using research and development methodology. The study was conducted in two phases. Phase 1 examined the current conditions, desirable conditions, and priority needs. The sample consisted of 333 administrators and teachers under the Secondary Educational Service Area Office Roi Et, selected through stratified random sampling. The research instrument was a questionnaire, and the statistics used included frequency, percentage, mean, standard deviation, and the Priority Needs Index. Phase 2 involved the development of the learning leadership enhancement program. The key informants were three school administrators and five experts. The research instruments were an interview form and an evaluation form, and the statistics used included mean, standard deviation, and content analysis. The findings revealed that the overall current conditions were at a moderate level, while the overall desirable conditions were at the highest level. The priority needs were ranked as follows: creating a self-directed learning culture, promoting team learning, fostering educational innovation, utilizing technology to enhance learning, and supporting a learning-conducive environment. The learning leadership enhancement program consisted of five modules: Module 1 focused on building a self-directed learning culture, Module 2 on promoting team learning, Module 3 on supporting a learning environment, Module 4 on utilizing technology to enhance learning, and Module 5 on fostering innovation for development. The program applied the 70:20:10 development principle and employed three approaches: training, coaching, and experiential learning. The evaluation results indicated that the program was rated at the highest level in terms of appropriateness and feasibility.
