Building an Integrity Culture in Thai Society: A Synthesis of Research and Policy Recommendations

This academic article aims to review and synthesize knowledge from Thai research related to building a culture of integrity, to analyze the common factors affecting the success of building such a culture, and to present policy recommendations based on empirical research. An integrative literature synthesis method was employed. Research articles published between 2017 and 2026 in Thai academic journals in the Thai-Journal Citation Index (TCI) , related to integrity, anti-corruption, good governance, and ethical leadership were selected and classified into four thematic groups, namely culture of integrity in public and private organizations, culture of integrity in educational institutions and youth cultivation, political culture and good governance in a democratic system, and the Buddhist dimension and local cultural capital.
The synthesis results revealed five common factors related to the success of building a culture of integrity, namely the role of leaders as behavioral role models, the integration of integrity into work systems, the integration of religious principles and local culture with universal theories, the participation of multi-sector partner networks, and sensitivity to spatial context. This article proposes a body-of-knowledge framework for driving a culture of integrity, comprising ethical leaders, data governance, local cultural capital, and multi-stakeholder networks. It also points out the connection between the "principle of integrity" in the legal sense and the "culture of integrity" in the sociocultural sense, which should be developed together. Policy recommendations cover public agencies, educational institutions, and civil society, with an emphasis on developing ethical leadership and integrating integrity into all work systems. The article also proposes directions for further research in the context of digital technology, where the body of knowledge remains limited.
