Abstract
This research aims to analyze The System of the Book Tao Te Ching and philosophical thought to democracy for all. Using content analysis to find out about concepts of the Book Tao Te Ching and literature reviews. The research finds The System of the Book Tao Te Ching in philosophical thought to democracy for all can be divided into 3 : 1. Empty 2. Comparison 3. Rule and philosopher. These are related to system theory. When viewed from the perspective on the present political situation. Philosophy in the book Tao Te Ching was involved in politics, not less. It is seen that the political philosophy of the Book Tao Te Ching can be expressed by the democracy for all and democratic solution to the modern political problem.
