The Development of an Innovative Card Game for Learning Media Communication Law

This study focused on the creation of an innovative learning tool designed to enhancethe teaching and learning of media law and ethics in higher education. A card game was designed and developed as an innovative medium, integrating principles of active learning and gamification to foster analytical thinking, problem-solving, and student engagement. The game consisted of four types of cards—Law, Violation, Penalty, and Judgment—adapted from a dummy-style card game to simulate real-life legal scenarios in an enjoyable and accessible manner. An experiment involving 30 university students revealed that post-test scores were significantly higher than pre-test scores (t = 10.76, p < .001). Moreover, students expressed a high level of satisfaction with the learning experience (x̄ = 4.46), particularly in terms of enjoyment and participation (x̄ = 4.68). The findings suggest that this card game, as an innovative learning tool, effectively enhances intrinsic motivation, promotes active participation, and improves understanding of complex legal content. This research highlights the potential of creative and game-based innovations to elevate learning quality and align with the needs of 21st century learners.
